The Private Security Industry Act 2001 (Licences and Fees) (Amendment) Regulations 2026

The Secretary of State makes these Regulations in exercise of the powers conferred by sections 8 (7), 15 (8) and 24 (5) of the Private Security Industry Act 2001¹.

In accordance with section 24 (4) of that Act², the Secretary of State has consulted with the Scottish Ministers, the Department of Justice in Northern Ireland and the Security Industry Authority.

1 Citation, commencement and extent¶

1 These Regulations may be cited as the Private Security Industry Act 2001 (Licences and Fees) (Amendment) Regulations 2026 and come into force on 1st June 2026.

2 Amendments of the Private Security Industry Act 2001 (Licences) Regulations 2007¶

1 The Private Security Industry Act 2001 (Licences) Regulations 2007³ are amended as follows.

3 Amendment of the Private Security Industry Act 2001 (Approved Contractor Scheme) Regulations 2007¶

In the Private Security Industry Act 2001 (Approved Contractor Scheme) Regulations 2007⁵, in regulation 5, for “£15” substitute “£25”.

Explanatory Note¶

(This note is not part of the Regulations)

These Regulations amend regulations made under the Private Security Industry Act 2001.

Regulation 2(2) amends regulation 8(2) and (3) of the Private Security Industry Act 2001 (Licences) Regulations 2007 (“the 2007 regulations”) to change the circumstances in which a discount can be received when applying for a licence. Previously, a person could apply for a 50% refund of their application fee when a previous licence remained valid for a period of at least four months, where a refund had not previously been granted, and where the additional licence was not in the same category as the first licence and was not a vehicle immobilisation licence. Now, a person will receive a 50% discount on any additional licence where they made the application for the licence in the same application form as the first. An additional licence that is a vehicle immobilisation licence will not receive the 50% discount.

Regulation 2(3) amends regulation 9 of the 2007 regulations to provide that the updated discount applies to any qualifying application for the grant of a licence made to the Security Industry Authority on or after 1st June 2026.

Regulation 3 amends regulation 5 of the Private Security Industry Act 2001 (Approved Contractor Scheme) Regulations 2007 to increase the annual fee payable for each person undertaking licensable conduct from £15 to £25.

A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
