- Section 19 of the Human Rights Act 1998 requires the Minister in charge of a Bill in either House of Parliament to make a statement before Second Reading about the compatibility of the provisions of the Bill with the convention rights, as defined in Section 1 of the Act. I am the Minister in charge of the Northern Ireland (St Andrews Agreement) (No.2) Bill in the House of Lords. On 27 March 2007, I made the following statement, under Section 19(1)(a) of the Human Rights Act 1998: In my view, the provisions of the Northern Ireland (St Andrews Agreement) (No.2) Bill are compatible with the convention rights.
